Adhere to main cupcake piece. Stamp candle on scrap of Certainly Celery cardstock with Always Artichoke ink and cut out. Adhere to cupcake. Color confetti with Bashful Blue marker.

Inside of Card: Stamp balloons with Bashful Blue ink on upper half of card. To stamp arched sentiment, temporarily adhere cupcake with Dotto, lined up on the middle fold line. Use Stamp-A-Ma-Jig to stamp sentiment above the cupcake. Remove cupcake from card.
